Our History

The Roads Program has its roots deeply embedded in the heart of the community. Founded by Ruth Stacey over 25 years ago, it was born out of a passion to create a safe and supportive space for adults with developmental disabilities. Ruth poured her heart into building a program that not only met practical needs but also fostered a sense of belonging and dignity.

As the program grew, so did the connections—staff members who started out as part-time support workers became leaders and mentors, and participants became like family. Over the years, our approach evolved, but the heart of what makes us special remained the same—love, respect, and unwavering dedication.

In 2024, as Ruth retired, her daughter-in-law, Nicala Stacey, took the reins with the same spirit of dedication and a vision to modernize the program while preserving its unique essence. With an extensive background in business and operations, Nicala set out to streamline processes and strengthen the program’s future without losing sight of the caring community that had been built.

Today, CIDA continues Ruth’s legacy while embracing new ideas and innovations to enhance our services. We strive to be a place where both participants and staff feel valued, supported, and connected—where everyone has the chance to flourish.

Who We Are in the Community

The Roads Program is a cornerstone of inclusion in Victoria, BC. For decades, we have been at the forefront of advocating for individuals with developmental disabilities to not just exist in the community—but to actively participate and thrive in it. We proudly create opportunities for community involvement, from recreational outings and community service projects to creative arts and personal development.

We are known for our unwavering commitment to the well-being and happiness of our participants. Whether it’s attending local events, joining community workshops, or celebrating achievements, we are there—cheering them on every step of the way.

Our community connections run deep. Families, local businesses, and community partners know us as a reliable, caring presence—always willing to go the extra mile to support those we serve. Our staff are not just employees; they are dedicated mentors and advocates who genuinely care about the lives they touch.
